This document intends to provide a basis for an informed decision at a ministerial level on the
sustainable exploitation of information and communication technologies (ICT) to strengthen the
Albanian VET system and to foster productive and decent work in the coming years.
The ideas and suggestions described in this document can serve as a basis for partners and donors to
specify, supplement and adapt the design and organisation of ICT-supported modernization.

Several national and international strategies emphasize the importance of digital skills, services, and
internet access, to enable vocational training to meet labor market needs and to foster decent work
as well as innovation in industry.
