One Step Forward: S4J Partner VET Providers with Individual Annual Plans

During June-September, Skills for Jobs partner VET providers developed their Annual Plans, including joint objectives, performance indicators and activities with S4J. These were the steps leading to the final plans:

First, Planning and Monitoring groups of partner VET providers conducted a situation analysis based on administrative data catalogues, tracer results, assessment reports, structured dialogue findings, last year achievements, self-assessment, and Development Unit annual reports.

Second, joint workshops with S4J were organised to set up objectives and performance indicators, aligned with S4J medium term priorities.

Third, an activity plan was developed for each objective, also indicating responsibilities and monitoring plan.

Forth, draft plans were publicly discussed with school staff, governing board, and were finally approved. A joint memorandum indicating S4J and VET provider commitment to collaborate toward reaching objectives was signed. For the first time, partner VET providers do not have a joint plan with S4J but have integrated the joint activities with the project in their annual plan. Planning approach and formats followed are part of the national guideline for VET management and are based on S4J partner VET providers’ supported experience.

To ensure transparency, plans will be published online and will be discussed with main stakeholders: students, parents, and businesses. The planning and monitoring group will steer implementation of the plan through regular monitoring and evaluation.
