Introducing Dual Curricula for a Business-Oriented Vocational Education

Starting in the 2024-2025 school year, VET programs in Albania will implement dual curricula, a government initiative aimed at developing human capital aligned with labor market demands. Students can now choose dual profiles in several key VET areas, developed collaboratively by the National Agency for VET and Qualifications (NAVETQ) with the support of Skills for Jobs (S4J) and the active participation of the private sector.

Dual curricula supported by S4J and EHL, a Swiss education consulting organization, will be offered in the following learning profiles:

  • Hotels – Tourism: “Reception,” “Kitchen, “Management of Accommodation Structures”, “Food and Beverage Services – VET by EHL”, “Culinary – VET by EHL”, “Hotel – VET by EHL”;
  • Transport Services: “Electro-auto Services”;
  • ICT: “Multimedia”;
  • Electrotechnics: “Installation and Maintenance of Electrical Networks and Plants”.

The post-secondary “Management of Accommodation Structures” program will be available for the first time as a dual program. Offered at the Commercial School in Vlora and the Vocational “Hamdi Bushati” School in Shkodër, this program is designed for secondary education graduates and adults aspiring to become hospitality managers. This qualification equips individuals to work as middle managers in various accommodation structures, such as resorts, hotels, agritourism, guesthouses, hostels, etc., and to launch their own hospitality businesses.

A working group comprising business representatives, teachers, and NAVETQ specialists, supported by S4J, has contributed significantly to the revision and design of these curricula. Through dual programs, VET students will not only learn their profession at school but will also gain practical experience by working in companies for at least 3 days per week while earning remuneration. The student’s commitment to the company will be based on a comprehensive apprenticeship program.
