From Planning to Dialogue: New S4J Partner Schools Develop Annual Plans and Consult Their Vision for 2025–26

As part of its support for the new partner schools, “Skills for Jobs” (S4J) organized a two-day workshop in June at the Technical Economic School in Tirana, focused on developing the schools’ annual institutional plans.

Planning and monitoring groups from each school, together with Transfer Agents and the S4J team, worked collaboratively to define concrete objectives across three key areas:

  • Private sector engagement
  • Digitalization
  • Organizational development

Through plenary sessions and group work, participants analyzed real data from each school and built measurable objectives to guide their activities throughout the academic year. In their opening remarks, Mr. Fation Dragoshi, S4J Project Manager, and Ms. Etleva Gjelaj, Director of VET Management at the National Agency for Employment and Skills, emphasized the importance of data-driven planning and close cooperation with labor market stakeholders.

Consulting the Annual Plan with Stakeholders

Following the development of the plans, a consultation forum for the 2025–26 annual plan was held in September at the Technical Economic School in Tirana, bringing together students, parents, teachers, partner businesses, and institutions. This process—part of the quality assurance system and based on the Manual for Annual and Mid-Term Planning, Monitoring and Reporting—has become a valuable platform for exchanging perspectives.

In her remarks, Ms. Silvana Mjeda, representative of the Embassy of Switzerland, highlighted Switzerland’s long-term commitment to the modernization of vocational education in Albania.
