Industry in Dialogue with Vocational Education to Shape In-Demand Occupations

The National Agency for Vocational Education, Training and Qualifications (NAVETQ), in cooperation with Swisscontact Albania through the “Skills for Jobs” (S4J) project, has continued its efforts to develop new dual vocational qualifications with the active engagement of experts from the private sector.

As a first step, consultation roundtables were organised during January and February to identify labour market needs with representatives from priority industries. Discussions focused on reviewing existing qualifications and developing new ones in sectors such as plumbing and heating systems, electrical engineering, textile and garment production, wood processing, food technology, and transport vehicle services.

Between March and June, a series of technical working group meetings was conducted involving representatives from NAVETQ, industry experts and vocational teachers from the respective sectors. These efforts resulted in the development of 8 new dual qualifications, bringing the total number of dual qualifications offered within the vocational education and training system to 19.

The expanded offer is expected to increase the number of vocational schools providing dual qualifications in the 2026–2027 academic year.

“Industry engagement is a key element in ensuring the quality and relevance of vocational qualifications. Through the Skills for Jobs (S4J) project, recognised experts representing various sectors of the economy have been actively involved in the process, bringing practical knowledge, professional expertise and labour market perspectives. This collaboration has contributed to the development and improvement of dual qualifications aligned with real industry needs, thereby enhancing the quality and relevance of vocational education for both young people and employers.”
